Efforts to formally serve Rudy Giuliani with an indictment notice in relation to his alleged involvement in a scheme to overturn Arizona’s 2020 election results have hit a roadblock, Arizona officials report.

Giuliani, alongside a cohort of former President Donald Trump’s allies, was indicted last month in Arizona, along with 11 individuals who masqueraded as fake GOP electors from the state during the previous presidential election.

While the other defendants have been successfully served, Giuliani has managed to evade the serving of a summons, which is a formal notification of criminal charges requiring his appearance before a judge on May 21, according to Richie Taylor, spokesperson for the Arizona attorney general’s office.

Despite concerted efforts by a team of prosecutors and investigators under Arizona Attorney General Kris Mayes, they have been unable to locate Giuliani. Even a trip by two agents to Giuliani’s presumed location in New York City, based on recent video streams from his apartment, yielded no success. The building’s front desk denied access to the agents, refusing to accept the documents.

The indictment, while not implicating Trump directly, hints at his involvement as “Unindicted Coconspirator 1.” It alleges a concerted effort by the defendants and unindicted coconspirators to undermine the rightful transfer of the presidency, aiming to keep Trump in office against the will of Arizona voters who elected Joseph Biden.

“In Arizona, and the United States, the people elected Joseph Biden as President on November 3, 2020,” the indictment reads. “Unwilling to accept this fact, Defendants and unindicted coconspirators schemed to prevent the lawful transfer of the presidency to keep Unindicted Coconspirator 1 in office against the will of Arizona’s voters.”

Aside from Giuliani, others charged in Arizona include Trump’s former White House chief of staff Mark Meadows, close adviser Boris Epshteyn, Republican National Committee’s election integrity lawyer Christina Bobb, and former Trump campaign aide Mike Roman. All have been served except Giuliani, who remains elusive.
