Democrats have scored their first red-to-blue flip of Election Day, with Alicia Anne Garrido Limtiaco defeating Republican incumbent James Craig Moylan in the race for Guam’s delegate to the U.S. House of Representatives.
Unofficial results from the Guam Election Commission show Limtiaco winning approximately 51% of the vote, compared with 48.84% for Moylan, with all 59 precincts counted. The result would end Moylan’s tenure representing the Pacific island in Congress, a seat he has held since 2023.
It’s an early win for Democrats as they look to make gains across the country, and it gives the party an encouraging headline as Election Day unfolds.
Guam’s delegate is a non-voting member of the House and does not count toward either party’s majority. Still, the result marks a Democratic pickup in a seat previously held by a Republican incumbent—and gives the party its first red-to-blue flip of the day.
